Rapport 2019 de l’Observatoire sur l’Arctique/ 2019 Report of Arctic ICE

You will recall that EWG 25 on the Arctic was transformed into a permanent observatory  and with the agreement of its originator Adm Lutz Feldt (ED-D) Robin Ashby (ED-UK) took over as rapporteur.
As the Presidents’ meeting in The Hague has been cancelled, and with the agreement of our Secretary General, I forward to you, attached, the 2019 report.
I would like to thank all those who have helped make this possible, especially our 3 Admiral-members, who kindly allowed their previous works to be integrated into the Observatory.
Future contributions are very welcome, and I hope you enjoy the large range of work from contributors that has gone into the Observatory to date.

The representatives of the member associations of EURODEFENSE, meeting in Madrid today, 23 May, 2019, discussed the geopolitical changes facing Europe and proposed that the forthcoming discussions on the future of the European Union institutions take into consideration, within the current legal framework, the formation of a Defence Council, the inclusion of a Commissioner for defence matters within the European Commission, and the possibility of forming a European Security Council.

EURODEFENSE will continue the discussion of these items during the meeting in Bucharest in October 2019.

Les représentants des associations membres du réseau EURODEFENSE, réunies à Madrid le 23 mai 2019, ont discuté des changements géopolitiques affectant l’Europe, et ont proposé que les prochaines discussions sur l’avenir des institutions de l’Union européenne, prennent en compte, dans le cadre légal actuel, la formation d’un Conseil de défense, la mise en place d’un Commissaire chargé des questions de défense au sein de la Commission européenne, ainsi que la possibilité de créer un Conseil de sécurité européen.

EURODEFENSE poursuivra l’étude de ces sujets lors de sa prochaine réunion à Bucarest au mois d’octobre 2019
